It seems like xrea has been having some issues lately, the site seems to not serve correctly to some people sometimes. You'll likely need to just grab a copy from a friend or wait it out, or use OpenUtau for a bit.

yeah it might be what you use to extract the data (I personally use 7Zip these days with no problems) or you may need to reinstall UTAU if you installed it before changing locale. Ditto for redownloading/reextracting any VBs if they were installed before a locale change

You must export your WAV files as 16 bit depth, 44100 sample rate, and mono (rather than stereo). UTAU doesn't like other formatting :)

Drag Teto's archive into the OpenUtau window, or use install singer. What's the actual issue you're having, can you describe what you've tried and what the result was?

Ah, that said... Custom Wavtool is not supported for non-Windows OS. You can only use moresampler as resampler, but must use the built in "simple" or "convergence" wavtools.
