At this point it sounds like it might be an issue with the voicebank itself. I'd suggest redownloading it, but Darling was discontinued so that's not an option.

The issue might be that the lyrics are in VCV format from regular UTAU. You can try selecting the notes and then clicking "Batch Edits", "Lyrics", and then "VCV to CV".

Have you tried redownloading the voicebank? I just downloaded it and all of the wav files are there. There is a file folder that only has an oto.ini file in it, but that oto.ini is for if you want to combine that voicebank with Kazehiki's other voicebanks.

You can use the Lyric Diphonizer plugin for that. Drag and drop the folder into the plugins folder, open the ust you want to use, select the notes you want to convert, and then press N on your keyboard to bring up the plugin list.

It also depends on how people work. I personally create an base/untuned version of an ust and then make a copy and tune that, but I know a lot of people just import a midi and start working.
