May I ask who did the original ust? If it's the one by Makku, that ust was made for vcv english, and though I don't know much about that reclist, it might be why the ust is formatted like that
I think among utau users it would be either Soundcloud or Youtube. I know some people use clyp but I don't know enough about it to properly recommend it, although you may want to check it out if you're looking for soundcloud alternatives
There might be an autoconverter out there, but if there isn't or you can't find one, there are vccv pronunciation guides out there that you could look at and find the equivalent Japanese sound
