Yep, it's all milliseconds. However, some parameters are measured relative to the ends of the file, and some parameters are measured relative to other parameters.
don't know about Oremo, but Utau uses several units of time. OTO parameters (including pre/ovl) and envelope points use milliseconds. OTO parameters have 3 decimal points of precision (everything else is just integers). Note lengths are in a unit where 480 = 1 quarter note, regardless of tempo. Pitchbend data uses a unit in which 96(iirc) = 1 quarter note.
