23 is the second of the Row 4 Project's characters to be created. She was originally designed in early 2015 by CreativePrince on deviantart and tumblr. Her design has changed quite a lot, but her voice is the same.
23 is an android built to look like a young adult. She was built for entertainment purposes like singing and dancing.
She finds everything fascinating about humans and wants to learn more about them. She often walks among them pretending to be human herself to 'fit in'. 23 met with 26 who is now her best friend. Because she is a robot, she cannot fully understand emotions but depending on the situation she can adjust her personality settings accordingly. Her original programmed personality is somewhat childish and oblivious.
