Can anybody give me the link to the Growl resampler?

I work on mainly powerful rock songs and there wouldn't be a more useful tool than the Growl resampler for me but unfortunately I can't find a link ;n; Any other good resamplers are welcome too, especially those that make UTAUs whose samples have bg noise sound clearer, but I am desperately in need for the growl one! ;n;
