Ghost OTO ini file"?" Can someone help me?

So I know this might sound stupid but it's true

My UTAU VCV bank has no oto.ini file in her vcv but for some reson everythings appeared oto'ed well
in UTAU, why is this happening?​

The file (being and ini file) was most likely hidden by windows or manually on accident.
Try enabling the view of hidden files (search the Microsoft help center for how to do this on your specific version of windows)

Also sometimes explorer (what views icons and folders) glitches. Rebooting can fix this
