Incredibly Noobish Question about Selection/FX in REAPER

Hi, guys. So this is my first time working with REAPER and, uh... Well, this is going to sound pretty stupid, but is it possible to select a specific area in a track and apply effects/pan/volume changes/etc to only the selected portion? And if so, um... How?

Because I... can't even find the selection tool OTL I'm so sorry

I'm not familiar with reaper, but you may want to look into automation. Automation can control parameters such as whether effects are on/off or how much they're applied over the course of a track (among other things). It's a pretty powerful tool, really.
