Trouble with Bizz's UTAU Plugin

Hey, I'm new here, nice to meet you all. I've been somewhat of a lurker for some time but I've finally decided to register to ask some help. And by the way I want to apologize if I'm unclear at expressing myself, for I'm not a native speaker.

A couple of months ago I downloaded Bizz's plugin that's used to convert from Romaji > Hiragana and all other stuff (in fact, I got it here if my memory doesn't fail me), and it was working OK, and I was happy for that. I recently opened it to convert a UST I got, but it's not properly working (I will detail in pictures)

In case you wonder:
1. I selected everything before using the plugin.
2. I checked that everything was alright (as in not confusing CV with VCV or viceversa)
3. I use Windows 7 and I open UTAU using AppLocale (it has never given me any issues)

Some issue that I've been having is when I click Hiragana to Romaji it looks like this:

(Note that it says the opposite in the title)

And what happens when I click Romaji to Hiragana? (just in case):

Let's assume the titles got messed up and now I'm in the proper section (Hiragana to Romaji) but look, everything's blank. Some time ago it was working just fine and said the correct romaji. If I process it that way, it looks blank. Of course it lets me write it one by one, but that's not the idea, now, is it?

In a different .ust (VCV) that looks like this:

...I click VCV to CV: http://i.gyazo.com/2eaf76da9a7d7877b53989029181e322.png

I don't know what to do now ;_; can somebody help me? Making my Vocaloids sing is a thing I do to pass time by when I'm stressed out, it really helps me, and when I need it the most, this thing messes with my patience... I'm kind of raging right now...

And by the way, what the hell do notes like - こ_C#4強 mean? I read that it's related to Voicebanks, like Gahata Meiji's Hunter/Fairy/Lilith, am I wrong? How can you convert that? Besides, it's the first time I see an .ust that says: uえ instead of uう, is the first one convertible?

Thanks in advance ;_;
PS: Prize (jk) to the one that guesses which song is the .ust about! (two different songs!)

Most of the issues you have stated are most likely caused by the usage of AppLocale.

AppLocale is LONG unsupported by Microsoft, and was considered more of a cheat...than a serious way to run software designed for a different locale.

I suggest uninstalling utau, changing your locale, reboot, redownload utau, reinstall.

At that point, check to see if everything is then working appropriately.

Thank you very much for answering!
I will try what you said  it kind of fits, because since Windows installed some updates I've been having trouble with one or two programs, maybe that's what caused my UTAU to go nuts.
I remember that I stopped using "legal" locale change, but I can't remember exactly why though...
