Second design is better as schoolgirl outfits are very unoriginal and uninteresting these days in my opinion. I still think you could do better though! If you google Minarai Mona she's my friend's UTAU - point of mentioning her is that originally her design was a lot like yours so far, shorts and shirt. And I was like "Cola, ilu but Mona's design is really boring". Research fashion! Even if you can't draw you could get pics of the actual clothing items, show them, and do a sketch to show how you'd want those clothes to go together.

So many fashion styles of Japan ugh. Not even talking about the boy styles and many of Harajuku. And even then I prefer the street fashion of Korea and just high end Western clothing too. And fantasy outfits.
(I need to redesign my own UTAU (plural) haha)
