Voicebank problems

So, basically, I had to reboot my PC recently and since then I've encountered some problems. I installed UTAU about a month ago along with a few voicebanks (Nene Nene, Yufu Sekka VCV and Mako Nagone VCV), but now, when I try to download any new voicebanks, they just sound extremely garbled (both CV and VCV voicebanks). I think it's because their oto's get corrupted or something, but I've tried everything and I still can't get them to work. Everything was fine before I rebooted my PC. Here's a list of all the things I've tried so far:

- checking if the app locale is set to Japanese (it is)
- uninstalling WinRAR
- using different browsers to download the voicebanks
- reinstalling UTAU

I wanna use UTAU again, so I'd be really thankful if someone helped me.
