Weird locale error? (I don't actually know tho)

So recently I've started work with VCV banks right? I've noticed that literally no one except me uses VCV in romaji formatting so it's a little annoying for me to just keep on converting every single ust by hand. The main problem I'm having is that my computer is very (for lack of a better word) moody and doesn't like to cooperate most of the time. There's a plugin that converts Romaji filenames into hiragana specifically for VCV but it doesn't work and I have no clue how to fix any of it. Another thing I tried to do to convert the bank from Romaji VCV into Hiragana VCV, was using Moresampler's (all hail Kanruhua) auto-oto generator for VCV. It gives you a lot of options and choices for you to make. None of them work. (*None of the hiragana options work) To my knowledge, you don't have to have hiragana filenames to make a hiragana bank in Moresampler. All of the Romaji stuff works, even when I ask it to do both, the romaji works, but the hiragana does not. It puts everything into the oto as question marks. I don't think it's a program error, but there's always a chance. I am most positive that it is a locale error but I do not know how to fix it, or even what to look for to fix it.

Please read before suggesting something:
The bank's filenames are in Romaji, and when I try to covert them into Hiragana using the "VCV romaji to hiragana file renamer plugin" it does not work.

Some things people have told me to do that I've already done and it didn't work:
reinstall the language pack
reboot after installing the language pack
reinstall utau
reinstall moresampler
reinstall the language pack again
play with the settings on the language pack
Copy/paste
Reboot after locale change
Check for locale updates
Reinstall locale for Japanese
etc...

Okay the language pack has nothing to do with the locale. Did you actually do these steps?
- Go to settings
- Administrative
- System locale

Because thats where you cjange the locale. In case you did, I apologize for this unnecessary reply. Could you show us screenshots of your settings?

yes I did, the language packs are what allows you to type in the language, locale is the coding necessary to read the language's characters

Maybe try copy and pasting the hiragana aliases needed from elsewhere? Also if I'm not mistaken I believe that there is a romaji to hiragana UST converter plugin. (If it doesn't work perhaps try deleting it then downloading it again, and make sure it's in the plugins folder of Utau?)

You could also have someone else alias in hiragana if you really need to. Maybe restart your computer?

There is a plugin like that, but it doesn't work with VCV aliases

For the typing issue, check the oto menu in UTAU. There might be a few encoding features listed at the top. I'm not sure if it'll help, but try a few different ones and see if it solves your issue. (I'd recommend making a copy of your oto first, though, in case something happens.)

No, once I hit "set" it changes to question Marks.
did you delete/uninstall all your utau stuff and re-install after you changed locale or before? i know it said you reinstalled it in your OP but it didnt say whether it was before or after

First, make sure you have your IME isntalled
Windows Key + X
Settings
Time & Language
Region & Language
Confirm the Japanese language pack is installed
Click it > click Options
Make sure "Microsoft IME" is installed
If it is not, cleck "Add a Keyboard"/

You also need to have the IME selected in the input selector in the bottom righthand corner of your screen in order for a lot of Japanese lanugage software to work properly. Press "Alt + `" or "Alt + ~" to change between ENG and J.

Also be sure to run the renamer as an administrator. The Utau folder often has system permissions on it that prevent any file modifications to occur.

I've done this and it didn't work still, I really don't understand what's going on.

I reinstalled the locale/language pack before reinstalling utau and all of it's components.
