How are voices from characters made?

I'm talking about Spongeloid, Trumploid, y'know, all that jazz. (Don't worry! I'm also aware of the rule for not making a vb with someone's voice without consent/permission.) The only people that I know of that do this are Yoshikage F*ckwad and Ultimate_Kai, but if any of you guys know about the process, I'd love to know!

First, they get samples from the characters/persons they will use to make the voicebank. They usually use samples that sound like Japanese CV syllables. They usually use CV because you only need to get samples for that one syllable instead of getting a string of syllables. After they get all the samples from the character, they oto it. When that process is done, they are finished making the vb. Optionally, they add a user pic and a readme, but they usually never distribute the voicebanks made.

Oh! thanks! I thought it was done in a completely different way for a while.

No problem. It's a difficult process because the people making the voicebanks often need to crop the audio to get the syllable because the people who "voice" the voicebanks don't say the syllables by themselves. That is why they aren't usually made. It is a laborious process.
