So I'm completely new to this since I just got a laptop and it's windows 10, I've downloaded UTAU but I' don't know how to fix anything I have Voicebanks and USTs that I've imported from my hard drive but all the voicebanks are in gibberish and I can't use them. and I've tried following a way to convert the kana voicebanks to rom:

But nothing I try is working and its making me stressed out and panic that I might not even be able to use UTAU at all or make anything with it at all and that I got so hyped at finally getting a chance to use utau for nothing, I really need help.

You need to change your locale. Not your location, not your region, not your timezone, not your language. You need to change the encoding for non-Unicode programs. Here's a brief guide on where to find that setting: https://java.com/en/download/help/locale.xml

When you change your locale, this will allow UTAU and all related files to work properly. Your computer will still remain in the language of your choice, just with added UTAU compatibility. After you change your locale, you must delete all UTAU related files, then redownload and reinstall.

If I import the voicebanks and USTs from my hard drives again will it work?

If the files are already corrupted, you need to delete and redownload them.
