Well for starters, your friends were incorrect. While OpenUtau does have phonemizers for various kinds of English voicebanks that allow you to type in English words, no such phonemizer exists for "CV English".
Secondly, you need to be more specific. There are about a billion formats called "CV English", usually made by people who aren't that well-acquainted with reclist making, or were used to make much older English voicebanks before there were popular codified formats. Generally speaking, they're usually not very good, because English isn't a language that really lends itself well to a CV-esque format. I would instead suggest that you look for a voicebank in a much more well-known English format, such "VCCV", "ARPAsing", or "Delta", each of which have a phonemizer available in OpenUtau that should help to simplify the process. I'll link some example VBs below:

In case you don't know how to use phonemizers, click the button that probably says "DEFAULT" under the singer selection, open the "more" drop-down menu, and from there, you should be able to select a phonemizer.
You should be able to type in English words upon loading a phonemizer with a compatible singer. For multi-syllabic words that take up multiple notes, type the full word in the first note of the word, and then type [+] ( minus the brackets ) into the next notes ( Example, first note "hello", next note "+", etc. ).
OpenUtau also allows continuants as well ( "-" notes in synths like VOCALOID or SynthV, also known as "notebends" ), in the Delta and VCCV phonemizers, you can type them as [+~]. In the ARPAsing phonemizer, you type [+] and then a number on the last note of the continuant ( like [+4] ). The number depends on which phoneme you want the note to end on.
You can also type phonemes instead of words. For example:
ARPAsing: "hello[hh ah l ow]" or "[hh ah l ow]"
VCCV: "hello[h u l O]" or "[h u l O]"
DELTA: "hello[h V l oU]" or "[h V l oU]"
And so on.
