Some utauloids I like has recommended resamplers. I've seen resamplers before but it was a bit confusing and hard to understand, all i know is that it helps with flags. How do I install it properly?

I found this old but helpful/interesting plugin called play-music-with-ust plugin, but the video is 5 years old and I downloaded it, but doesn't work. I was wondering if someone updated it or if anyone is planning on coding it or something.
