You can download Charsiesis (a plug-in) and fiddle around with the settings! Other plug-ins/filters are Maximus and Hardcore (the later has a lot of presets that, again, you might want to fiddle with). Or you can apply a highpass or lowpass filter, albeit it won't sound just as distorted.

Kirine Hwan (霧音ファン) is also a damn good strong female voice (mature too). More utaus (that weren't mentioned up until now): Shione Ruto (塩音ルト) , Gahata Meiji (歌幡メイジ), Kaine Mashiro (貝音マシロ). Look them up on NND, I'm not sure if their voicers have YT uploads.

Did you try selecting the patched resampler from the Project Configurations (the window that pops up when you click the name of the UTAU you are using)? You can select the resampler you want from there.

Usually I download voicebanks with stronger voices, since I'm really not good with mixing soft voices into covers. But I also download softer ones if they're clear. I prefer voices that don't sound bored =x= I also judge the hell out of UTAUs based on their design PFFT I've found myself...

For me , updates usually happen when I get  a new mic or try  a different recording method. Otherwise I don't have a legit reason to do so.

uhm looks like you didn't change your Locale to Japanese, or at least using AppLocale. Try doing that and then opening UTAU again.  If it's still the same then re-install it. To change your locale go to Control Panel> Date, Time, Language and Regional Options >Regional and Language Options
