Can't open Oremo

This error keeps showing up. I've looked for answers and yet none have helped. Apparently i'm supposed to change the local but I have no idea how to do that.
Help?

Hey there! You can change your locale to Japanese with a few easy steps.
  1. Click Start, then Control Panel
  2. Click Clock, Language and Region
  3. Windows 10, Windows 8: Click Region
    Windows 7: Click Region and Language
    Windows XP: Click Regional and Language Options
    The Region and Language options dialog appears.
  4. Click the Administrative tab
    On Windows XP, click the Advanced tab
    If there is no Advanced tab, then you are not logged in with administrative privileges.
  5. Under the Language for non-Unicode programs section, click Change system locale and select the desired language.
  6. Click OK
  7. Restart the computer to apply the change.
Changing your system locale does not change the language of the OS, so no need to worry about your computer being in Japanese.

After doing that, you'll need to redownload UTAU and any Japanese banks you may have downloaded previously. Extracting installers or folders downloaded before the locale change genwrally results in corrupted files.

And I would recommend changing the path of your Oremo to be shorter. Sometimes I have issues with long paths. I have mine set up as Documents > Oremo. Also make sure you are the admin of your computer, or have the admin password. Sometimes running as admin helps.

I think you said OREMO still wasn't working, right? I'm not an OREMO user, but some UTAU-related problems are solved by changing the decimal point/digit separator to a period "." if it isn't set to that already. It should be in the same settings area as the system locale, but I can't confirm that since I'm not anywhere near a computer right now. I'll check for it later if needed.
(Also, maybe this post will help? It has the same startup script issue)

Well, thing is, I'm really not sure how to do that, thanks for the tip though!

I'm on a computer now, so I was able to find the specific steps. Sorry I wasn't able to do this before!
1. Go to the Start menu (or hit the Windows key) > type "Control Panel" and press enter > click on "Region"
2. Click "Additional Settings"
3. For "Decimal Symbol," enter a dot: .
Make sure to click "OK" so it saves!
