UTAU not rendering FRQ files correctly.

I've been using utau for 2 years now and I have never come across an error like this before. Any new .WAV file that utau tries to render usually ends up with a messed up FRQ file or utau not even playing sound. Also note that voicebanks that I download from online do not have this problem.

Here is an example of what is happening. the recording in the first example is my friends first time recording, don't be too harsh.

Make sure that your voicebank files are 16 bit depth 44.1 kHz sample rate mono channel WAV files.

Ive made sure that all my .wav files have all these exact requirements but im still out of luck with this
