UTAU troubleshooting threads belong in UtaHelp. I'm not sure if maybe a mod can move it for you.

Make sure its your locale for non-Unicode programs that you change. People often confuse it with their system language, keyboard language, or region setting. If you're not sure how, you can Google "(your OS) change locale". Once you change it, you'll have to delete/uninstall UTAU and totally redownload it and install it again. You can backup your voicebanks, UST files, etc before deleting it.
