Quick explanation about flags?

HELLOW PEOPLE ! (finally I found out how to create a post QwQ)
It's been a year I use UTAU and I really want to learn new things on it, but alone it's really hard.
I want to make a cover of "Melty Land Nightmare", and I thought about playing with flags.. and pitching up the voice, like in the original song!
Thing is that I didn't find much things ? I mean.. I tried few things, I found how to pitch it up (N+something), but it sounds bad..
I'm confused, can anyone help me ? ;w;
