Technically any utau vb can be used to talk, u would have to use either Hanashitai plugin or record your voice and use vocalshifter .I know that there is also a recording type called VCVC but I'm not sure if there's any english tutorials on that.

if you're only going to use it for talking, i recommend you record in your speaking voice. i use mikumikuvoice if i want to make a voicebank talk and export it as an .smf file and import it into utau. it doesn't import the pitchbends like how it import .vsq's into vocaloid but it has the notes and bending the pitches would be a piece of cake starting from there.

For UTAU specifically I would recommend the 周波数トレーサー (Frequency Tracer) plugin available here: http://z-server.game.coocan.jp/utau/utautop.html
It has similar functionality to MMV but is made as an UTAU plugin, for creating USTs based on existing spoken audio.

As for the voicebank itself, I second the advice of using a speaking tone, but I would recommend recording a CVVC or VCV rather than a CV. This will allow the transitions between phonemes to sound more natural. With CVVC you'll be able to control the length of the consonant more directly, and with VCV you will automatically have 7 variations on every syllable, rather than using the exact same sample for a syllable every single time.
