Trying to make a voicebank

Hello, um, I'm not sure if there is a thread already like this, I apologize if there is. I'm new to Utau and I want to make my own voice bank. I have recorded the sounds, saved them to wave files, and even have the names in Hiragana. My locale is set to Japanese, and when I open the files I do the.
Tools>Options>Bank Regist>Select>Add>Ok
Projects>Project property>...>Ok

It will play already made character voicebanks just fine, but when I try to play mine it just makes a very loud beep. I have also tried making oto.ini files, but it never seems to save them. Being new to all of this I am unsure of what I am doing wrong.

Strange,

Do the recordings sound fine when you play them in the recording software? Could you upload a sample, maybe "A / あ", just too see if it works in other peoples UTAU.

Yes I can play them just fine in both Audacity and Windows media player.

Now also I see everyone just saving their .wav files directly to their voice folder in Utau, every time I try to do that I get a message saying

C:\Program Files (x86)\Utau\Voice\Zel\あ
You don't have permission to save in this location.
Contact the administrator to obtain permission.​

Is this the reason it won't play? I can't save it to that folder so I have to drag the files to it. Do I possibly have a corrupted download? (I didn't get the one with the bad defoko files I know)

they do not need to be in UTAU's voice folder. The permission to save thing shouldn't be the issue.

I once had an issue like this when I changed the look of the #s to a symbol rather than a hash sign, but I believe the software has been updated since then.

I feel like this is a resampler/.frq issue.

I see, I will have to look up and study the resampler stuff
This program is so new and confusing to me, I feel like I learn one thing and a thousand new things pop up lol

Ok I ended up uninstalling and reinstalling Utau and so far I am able to import my voicebank and actually get it to play, sometime I still have issues with the sound being nothing but a beep, and sometimes my voice ends up sounding weird, but I think it maybe the otoing.

//just a small note, instead of having UTAU in my program files, I just moved it to the Music library so that I don't have "admin permission" problems

You can also try running the program as administrator! If you have Windows 7, you can change the program's settings so that you always run it as admin and you don't have to deal with voicebanks not working or not saving .frq and oto.ini files. It's really useful o:

I set it, but it still sometimes does the beeping thing, and it also changes my voice into some sort of demon robot sound lol.
