I posted this here because replies aren't available in introductions (at least for me) but I think I have a soulution for the issue. You're most likey have a problem with the locale. I had the same problem. You want to go to settings, time and language, country or region and go to additional then region. Go to administrative and choose "change system locale" and select Japanese and restart your pc. I hope this helps.
