I tried it and it does seem to let me batch change multiple files to 16 bit. I tried it on SetParam and the waveform does appear this time. Also tried it on UTAU and it plays the sample correctly now. Thanks a lot!!

I think I may have figured out the issue. I double checked the sample rate requirements that UTAU needs to run a voicebank and my audio files had all the 16 bit 44.1kHz sample rate mono wav file requirements except the 16 bit part. All my files are 32 bit and that may have caused this problem...
