Alias turns into 縺 kanji

So I've been getting into making UTAU voicebanks, and everything I use hiragana in the oto file for aliases, the hiragana gets turned into the kanji (縺) in the OTO file, and then the Voicebank Settings. (EDIT: also gets turned into other symbols/characters/kanji)

I've changed my system locale to Japanese a long-long time ago, and I don't know what else could be the issue or how to fix it, other than going in manually and changing the aliases in the Voicebank Settings. I'll include some pictures of both the Voicebank Settings and the OTO.ini bc I'm pretty bad at explaining.

It looks like you accidentally saved the oto in UTF-8 instead of Shift-JIS. If you're using notepad, then selecting ANSI as your encoding will force it to use Shift-JIS on a Japanese locale computer.
