Can someone help me with UTAU?

Today I wanted to download UTAU again and start to write music etc. I've downloaded it month or two ago but I didn't understood the menu and unistalled it. Today I downloaded it following Yuunarii tutorial on Youtube. I followed every single step but it's broken. The first thing (I recorded a video but I couldn't upload it) happend when I put lyrics in lyrics box (in Japanese) instead of that lyrics just '?' showed up in the box and in note the second is that when I opened Utau a box showed up. (It's in attached files). And the third is that even I have installed Japanese language on pc the text in some places would be gibberish. I tried redownloading but it doesn't work. Follow these instructions to ensure that your computer's locale is set to Japanese. Not language/region, locale. This is also labelled as the language used for non-unicode programs. On Windows 10 there is a checkbox for a beta UTF-8 option; do not check it.

You should also make sure that the decimal separator is a period/fullstop/dot (.) and not a comma (,)

After these settings are updated, delete all UTAU related files, redownload, and reinstall.

I've done everything but it still doesn't work. And when I tried uninstalling Utau a messege popped up and when I clicked 'ok' it just turned off but Utau was still there. I tried cleaning it from CCleaner but it just won't uninstall. But thank you for help.
