Could someone explain to me what a dictionary is because I'm making a reclist in PT BR but I still haven't been able to understand what the openutau dictionary is and how to use it?

A dictionary in OpenUTAU (as far as I can tell) is a YAML file that defines how a specific phonemizer should parse words. Unless you're using non-standard notation for phonemes, you shouldn't need to include one with a voicebank.
