Even with hiragana, even running it as an admin, Defoko is silent

I recently installed UTAU, and an issue I've constantly had, even after uninstalling and reinstalling, is that Defoko stays silent, even when I type in hiragana.
Some info that might be useful: I use a locale emulator, and run UTAU in admin mode using it.

You might want to try changing your system locale instead of using an emulator. Here's a guide on how to find your locale settings: https://www.java.com/en/download/help/locale.xml
Set it to Japanese and do not enable the UTF-8 beta option.
You should also ensure that your decimal separator symbol is a dot and not a comma. Here's where you can find that setting: https://resrequest.helpspot.com/index.php?pg=kb.page&id=279

Once that's been set, delete UTAU, redownload it, and reinstall it.

On deleting UTAU, should I delete the .pf files? I don't really know what'd happen if I did.

.pf files are not a normal part of an UTAU installation.
