Getting back into classic UTAU for the first time in a while so I'm looking for some advice. What are your favorite flags to use? It would be helpful to list what each one does but I don't mind either way

The exact flags supported depends on the resampler. There's no single "best" resampler for all voicebanks. I recommend checking the voicebank's readme or experimenting with different options until you personally like the results.
The only hard recommendation I have is for pure screaming voicebanks with no musical pitch. Use tn_fnds with the flag W-1 so that it will loop longer notes and disable pitch shifting.
