help me please my utau cant change languages

(probably has bad grammar)
so like im new to utau, i decided to use it for making custom voicebanks to give my characters (mostly from cookie run hwlp) but when i opend utau after downloading and setted the language to english and reopen it, its still japanese. does anyone know how to fix this? i have encountered this problem since yesterday, i kept my locale to japan also.
