How do I get to my configuration settings on Windows 10

I recently got windows 10 and installed UTAU, the way I got to the website was by going through a tutorial I know, it told me I had to get to my configuration setting and add Japanese to my computer if I want it to work properly, I can't find the settings though. Since some of you guys have used UTAU, I'd like it if you told me how to access it. Please help me

You need to go to the Control Panel, then click on "Change date, time, or number formats" under the Clock and Region section. Under the Administrative tab, there should be a "Change system locale" button, and that setting is what you're supposed to change.
