Kasane Teto English Voicebank Cutoff Issue

I am having an issue with the Kasane Teto english voicebank where all of the cutoffs are set to a large negative number (from around -300 to -3000) I have reinstalled the program and voice bank many times and it still is not fixed. I am using the official kasaneteto.jp voicebank and have tried using plugins and even putting in Hiragana text (Neither worked.) Is there a plugin that may fix this issue? (Also I did set my pc's local to japanese like required for UTAU). I have attached a youtube video showing it.
If you have a properly fixed oto file for this please pin to a comment/give a download link because I think that this oto file for teto english is straight possesed. Half of the sounds that do work are also either the wrong sound or is absolutley demonic sounding so I will also take a better voicebank if one is available. I have also tested out Defoko and Momone and they are fine and so are the japanese voice banks for Teto I also got from kasaneteto.jp.

Negative cutoffs are normal for an UTAU voicebank, and it only means that the position is measured from the offset position instead of from the end of the file.

It seems like this video is private and can't be viewed. Could you check the visibility settings on the video so that we can understand the issue?

Do keep in mind that English voicebanks require the notes to be entered phonetically. Teto's voicebank uses X-SAMPA, which is similar to the SAMPA used in Vocaloid. If you want to type plain English words as lyrics, you can use OpenUtau.

I dont know at this point but I will try to adjust the video
I don't think the video will help the issue.
I have entered them phonetically and it is still cooked.

She also straight up does not say most sounds and the S or Z noise sounds like a pack of demon cicadas
