I should prolly update this now that it exists
So here's the short version of rules and guidelines
1. Have some decency. This rule has priority.
2. Full language usage allowed. Every word can be said. Rule 1 still exists, so your actual usage is still somewhat limited.
3. No sexually explicit content. Know hormones funny weeee but yeah none of that
4. Le politice le minimume. Try not to instigate politics, neither through memes or discussion.
5. (grown from 4.) We don't celebrate sexuality or race in UTAU Mountain. It's nothing worth celebrating.
Guideline 1. Your merits are based on skills and actions, not sexuality or race. Or gender. None of that.
Recommended to be a teenager or older.
If you understand and find these rules and the consequences of these rules to be something you can handle, here is the Telegram join link.
Addendum:
Telegram is even better than I originally thought. It supports H.265 video natively in its desktop client, something Discord does not. This means that I won't have to use the VP9 codec all the time, and it allows me to use NVidia NVENC, aka my GPU, to compress my videos, which results in faster compression times. Add this on top of the increased file size limit Telegram offers you (2gb for freeeeeeeeeeeeeee) and if you want to send instructional videos, that means you don't have to worry, at all, about any file size limitations.
Edit: On group chats, it has screen share. Outside, it does not. My Ryzen 3600 and nvidia 1060 6gb with 16gb of ram handles it pretty nicely.
Also, free stickers! Lmao imagine needing to pay to use stickers
It's already pretty heavily used, and some content creators have been making use of Telegram, as well, although I only know of one who would have been persecuted by Discord had the guy even tried. Political stuff, but point is, it would've been known as a scam a long time ago, considering Telegram is quite literally older than Discord, the phone versions being released in 2013.
Those are the four "questions" I could think of.
I'd love to just start one and then put the invite to it there but for Telegram, you need two to tango.
If you are interested, you can catch me at my Telegram t.me link, or if you're a bit more curious or cautious then you can reply here or start what this forum calls "dms" (Conversation) by clicking on my profile and you should find the button.
ADDENDUM
I would love to keep using the chat plugin I spent moni on here too, but in case the site goes down, I'd like to have a place for me to chat UTAU, and NO, I am NOT using discord. I will die on that hill.

Wait, so why Telegram, why not use Discord?
Because Discord is peepee poopoo and not everyone will be able to use it. I have one personal account and Discord does not like alt accounts, as well as me not liking Discord in general. Since more people have it by default, there's also plenty of groups there already while I want to fill a niche in another service. So I would like you to unplug your keyboards if you're going to mention Discord. Discord also has a mass hatred for privacy in comparison to Telegram and Telegram is open source enough to allow for custom clients no issue. I quite literally have to use a userscript in order to mass delete my own messages in Discord.Addendum:

Telegram requires my phone numbre
You can hide it. Go to Privacy and Security settings, and under the Privacy thing there should be a setting called Phone Number. Set that to Nobody, and people who haven't added you by phone number, which should include the Internet in general, won't be able to see your number. You can also add up to two (or more?) phone numbers to Telegram so you can quite literally have several accounts you can easily switch between. Other than that, I think it requiring your phone number is acceptable and prevents people from making one too many alt accounts.Telegram lacks features I like
If we bring enough attention to them the likelihood of them adding that is increased. I already requested a chat-split feature ala Discord, but for now, we can make several group chats and slap them in a folder as some sort of duct-tape. Screensharing can be done using VirtualCam in OBS, actually. Done that already to mess with omeglers. Also this is a suggestion too, several times. Roles are not needed, and in case you're wondering about moderation, I think groupchat owners can give individual permissions to individual users, too, so that shouldn't be an issue.Edit: On group chats, it has screen share.
