I believe this in incorrect. The DirectX9/1.3 is the newsest and best version so far. You need the DirectX9 version, or some models won't even work because the other MMD versions won't load their texture files.

Also, less lag.

For some reason, that site is out of date. There is a newer version of MMD, but I don't know exactly were to find. I just remember it is around version 7.

If it means anything, the DirectX9 version is labeled as version 7.39. Is that what you're talking about?
