What do you mean by publishing information? If you mean by adding an UTAU to the Showcase on UTAforum, or creating a new page on UTAU Wiki 2.0, then a public voicebank download link is required. However, if you're otherwise discussing an unreleased voicebank or sharing music you've made with it, there should be no problem with that.
