That's mojibake. It shows up instead of JP. characters because your computer can't read them. So as Umbreon said, you need to change your locale so that JP. shows up instead of mojibake.
Also, if you downloaded any hiragana-encoded UTAUs before changing locale, (such as Kasane Teto), you'll need to redownload them in order to get them to work again.
Also, since I can't currently access the screenshots, do you have the English/your language patch for UTAU? It helps you to understand the interface a lot more.
