Here you can download UTAU. Set your non-Unicode language to Japanese beforehand or else Defoko won't get generated correctly. Also, set your decimal symbol to a point if decimal points aren't the standard where you live, otherwise UTAU will kill your renderings with otos.
When it comes to voicebank recording, a chatting/gaming headset will do it. UtaForum and the wikis have a plenty of tutorials to start off.

Download some other voicebanks and you'll probably get a good reference point. And don't trust Youtube tutorials.
