UTAU hangs on install: Preparing to install

hi all,

trying to install UTAU 0.4.18_e on Windows 10 and the install hangs and never completes. System locale is japan and the decimals/periods/commas etc all set in the additional format settings

Not sure where to go from here. Going through the installer with all defaults and it gets 3 quarters of the way through, then pops up a windows installer box that sits on "preparing to install" for all eternity

Program files folder gets created, as does a desktop icon, but if I force the preparing to install window closed it rolls the whole install back. Any ideas of anything I can try to get this through?

That's odd.

Did you download UTAU before or after you set your locale to Japanese?
Are you running the installer as admin?
Try changing the install location to a place that doesn't need administrative access, such as an UTAU folder within Documents, even while running the installer as admin.
