i know it makes a utau sound a whole lot better or worse, but on usts and utaus

most have specific rendering options what does that mean?, and how do i find a suitable rendering option for a utau?

how do you get rendering stuff like a whole bunch letters numbers and plus or minuses?

how is rendering done in utau?, and what is tuning, like i know you can change up the envelopes

that's not really helpful , because it's difficult to do anything with them some envelopes are to short and can only go one way,

If you're referring to this:

This is more commonly referred to as Flags. You can set them for the entire UST on project configurations here, or per-note on note (or region) properties here.

There's a number of flags common between many resamplers, which you can read about here: http://utau.wikia.com/wiki/UTAU_User_Manual_-_7
Additionally, Moresampler has a lot of its own unique flags, which you can read about here: https://web.engr.illinois.edu/~khua5/index.php/2016/04/07/the-complete-moresampler-tutorial/#flags

You can use various flags to modify the tone of the voice.

Tuning, short for "fine-tuning", is the process of making adjustments to the basic UST of notes and lyrics to achieve the singing style you want. This can include envelope editing (although most people don't use that because of how UTAU works) and flag editing, but mostly this in about editing the pitchbends and vibrato. Any other stylistic choices like using particular voicebank suffixes or adding breaths would also count as tuning.
