when ever I convert a Japanese vcv from rar to zip the samples break

Are you decompressing the RAR to a folder, and then compressing the folder to a ZIP? (May I ask why you need to do this?)
What tool are you using for compression/decompression?

I'm using the first browser result for a converter as I don't have anything that lets me open rars as rar files

You can decompress from RAR to a plain folder using 7zip.
