Automatic oto.ini suffixer is there a place to downlaod it?

I have been looking around the internet for a few weeks now and all the utau tolkits seem to be down so I found a single thread on this site that said auto oto,ini and the link was down, my question is is there any toolkits that can help me make an oto a basic one which then I can edit my self
