There will be plenty of resources upon its release.

If you're impatient, look into using English CVVC voicebanks. Most common is Chezzie, but there other reclists such as Delta and Sango.

I don't know how knowledgeable you are with UTAU voicebank creation, but English voicebank creation requires knowledge of the following:
- CZ's phonetics (how to read and record them). Her current reclist is being updated and should be ready before the fall. In the mean time, download English capable voicebanks and use them to see how they work.
- Otoing (If you don't know how to oto in general, then you don't want to start with this type of bank because it's complex - sure, you could hire someone to do it for you, but they'll expect monetary compensation.)

If you're completely new to UTAU, then I suggest starting with a simple Japanese CV bank and Engrishing with it. It won't be fluent in English, but careful editing should make it at least halfway understandable. By working with it (and English capable voicebanks), you'll have an idea of what sounds the English language needs and how better to manipulate UTAU to getting as close a result as possible for any given voice. It's also an easy way to get into using the program in general since most USTs are made for Japanese banks.
