How do I use vLabler/make an oto.ini?

So, it's been a long, ever so slightly turmolious journey, but Iidoh Koe's voicebank is extremely close to completion! All I need to do now is create her oto.ini!

Though I cannot uh... Find the specific application for vLabler in its Zip..... There's a lot of other stuff! And I'm not good at noticing things in the slightest, so I could have missed it looking through all the folders!! But yeah. Once I figure it out, I should very much be good to go
