oto.ini hiragana symbols not working becomes "縺"

so im working on oto-ing a vcv(?) voicebank and i was importing the base oto.ini but when i open it in setparam, everything becomes "縺" or "縺?" i used my japanese keyboard to copy and paste the oto.ini into a new file, i have the file set up correctly. how do i fix this??

Seems like you may have mixed up the file encoding a few times while editing. Do you still have a clean copy of the original? Make sure you're always working in shift JIS and saving files in shift JIS. This is easier with a text editor like Notepad++ or VS Code.
