Check out Pandalolii's channel on YouTube. She always releases her usts in romaji because of hiragana compatibility issues and such. But really, it's not that hard to alias your bank with hiragana. I also suggest changing your locale if you're planning on sticking with UTAU. It'll make things much easier for you in the long run. But if you really can't, there is a hiragana to Romaji Plugin. In it comes a hiragana aliaser, which automatically aliases romaji banks, and a romaji to hiragana/hiragana to romaji converter plugin.
