Utau Error... Wont let me use it anymore!

I keep getting this error MSG when I open my Utau program... or rather TRY to open it..

what does it mean? can I fix it? I cant use the program anymore and I want to fix this!! I tried re-downloading utau but that didnt work... if someone would be so kind to help me with this that would be great!

maybe we could screen share and I can show you what my computers doing?

You miss a file, as the error message says. Try downloading the .zip of UTAU and only add that file to your UTAU-folder.
