True. It's same difference between than "x" and "sh" in Chinese.
In Japanese "shi" [ɕ] is pronounced like your tongue is placed on where would you when doing "s" sound but doing "shhhhhh" sound instead of "sssssss" (I know, my explanation makes no sense//shot)
