I know Delta has CVVC English reclists, but there more optimized for Japanese speaking users, and most English speaking UTAU users use Cz's VCCV English, but its basically a CVVC English with custom phonemes

Delta's reclists aren't necessarily optimized for Japanese speakers, and work perfectly fine for English speakers. The only thing is that the tutorials are written in Japanese.
