terms of use

I need to put the terms of use for my utauloid but I'm not sure what "commercial use" is. Could someone give me an example please?

The utau terms of use says that if I want to make a tts voicebank, I need to ask permission. However, The TTS tool has stated that I can use it for anything (As I know, Their only restriction is for works that infringes copyrights) so, does that counts as having permission?
